Masyarakat NTT Protes Konservasi Ikan Paus

Forum Masyarakat Peduli Lefo Lamalera dan Tradisi Ola Nue menolak rencana konservasi Laut Sawu khususnya Zona II (Solor,Lembata, Alor) yang disusun Departemen Kelautan dan Perikanan (DKP) yang didukung kalangan LSM. Protes ini juga tidak hanya disampaikan secara terbuka di dalam negeri, tetapi juga akan diserukan di Konferensi Kelautan Dunia (World Ocean Conference/WOC) di Manado, Sulawesi Utara tanggal 11 – 15 Mei 2009 yang dihadiri ribuan perserta dari 121 negara.

Koordinator Forum Masyarakat Peduli Lefo Lamalera, Bernard Krova, di Jakarta, Senin (23/3), mengatakan, sikap yang disampaikan masyarakat ini merupakan bentuk protes dari pernyataan Direktur Konservasi & Taman Nasional Laut Ditjen Kelautan Pesisir dan Pulau-pulau Kecil DKP, Agus Dermawan, yang menyatakan, masyarakat memburu ikan paus, sehingga Laut Sawu akan dikonservasi.

Menurut Bernard, pernyataan pejabat DKP tersebut, terkesan menyudutkan masyarakat sebagai pelaku pemusnahan ikan paus, padahal justru masyarakat dengan kearifan lokal yang dimiliki justru melindungi ikan paus itu dari kemusnahan. “Menangkap ikan paus itu adalah ritual budaya di tradisi kami. Dan paus yang kami tangkap adalah jenis tertentu yang diperbolehkan oleh badan dunia. Jumlah pun tidak banyak hanya sekitar 10 ekor per tahun,” ujarnya.

Bernard meminta agar kalaupun Pemerintah memaksakan rencana konservasi Laut Sawu tersebut, sebaiknya dalam praktik di lapangan dilandasi dengan semangat agar konservasi memperhatikan aspek perlindungan terhadap tradisi Lefa yaitu penangkapan paus. [E-7]

    Dear Sirs / Madam,

    I’m Bernard Krova a coordinator of “Forum Masyarakat Peduli Tradisi Penangkapan Ikan Paus – FMPTPIP” presented a traditional community called as Lefo (village) Lamalera want to expressed their protest in respect of a plan by Indonesian Government to set a Savu Sea as special conservation area for whale and dolphin which will declared during the “World Ocean Conference and Coral Triangle Inisiative Summit” in Manado, North Sulawesi, date 11 – 15 May 2009.

    Lefo Lamalera is one of the last heir traditional whale hunting in the world. The traditional whale hunting began around 16 century and still life to present. This whale hunters traditions consist many traditional wisdom which is represent traditional conservation and ecosystem protection itself. Under the terms of the 1986 moratorium on whaling, the International Whaling Commission – IWC described Lamalera is one of the aboriginal whaling because aboriginal subsistence whaling is of a different nature to commercial whaling. Aboriginal whaling is the hunting of whales carried out by aboriginal group based on live persistent basis not for commercial need. FAO’s final report on 1973, the Lamalerans “has evolved a method of whaling which suits their natural resouces, cultural tenets and style”. The WWF itself has carried out surveys in the Lamalera and came to the conclusion that the limited hunting does not endanger world whale stocks or other endangered species. For your record since 1959 – 2007 the Lamalerans has catched 838 whale, you may calculated the average for each years.

    There is unsuitable between three fact with the Indonesian Government planning to set a Savu Sea as a Conservation Area special for whale. This is reflected on Mr. Agus Dermawan, a Director of Conservation and National Marine Parks at the Ministry of Maritime Affairs and Fishery, statement on 12 February 2009 released by Antara. In the article Agus Dermawan said that Indonesian Government has a plan to declare the Savu Sea to be the only one marine conservation area to protect whales and dolphin. According to Agus, whale as a hunting object for the the local people therefore special species will be vanished if not protected.

    There is an inconsistency in WWF since WWF Indonesia supporting Ministry of Maritime Affairs and Fishery of Indonesia to realize the Savu Sea Conservation Plan.

    We need all parties to support the Lamalerans protest against the Savu Sea Conservation Plan. Thank you for your support and kind attention.
